Tech Department Letter

This is the home of the drafting (and eventual final) of our letter to the tech department, asking them to embrace more free software (and also to reconsider the filtering system?).

- if we're going to send to hill, we might write a "proposal" rather than a letter. slightly different format, but *same infos. maybe keep that in mind while writing this.
